UAC: Russia-India Aircraft Gambit

Russia's United Aircraft Company (UAC) is getting closer to producing the SJ-100 regional jet in India. It is also discussing local production of the Il-114-300 turboprop. For Indian airlines, however, where the aircraft are built may matter less than what they cost to operate and how quickly they can be put back in the air when something breaks. That is where United Aircraft Corporation has more work to do. UAC says more than 80% of its licensing agreement with Hindustan Aeronautics Limited (HAL) for the SJ-100 has been finalized. The Russian manufacturer also expects to sign the agreement soon. It is targeting Aero India 2027 for a contract with its first Indian operator. The proposal gives India something UAC has sought for years: a route into manufacturing a complete commercial aircraft. Moreover, UAC has previously said Indian production could eventually reach 20 to 40 SJ-100s a year. But an airline has a different calculation to make. It needs to know the purchase price, financing terms, fuel burn, maintenance costs, spares availability, and the aircraft's value when it eventually leaves the fleet. For the new Russian version of the Superjet, several of those numbers aren't yet publicly available. That could make price and support as important as the industrial agreement with HAL. A New Superjet, But an Old Airframe The SJ-100 should not be confused with the original SSJ100 in one important respect. The basic aircraft design remains, but Russia replaced much of the Western equipment used on the earlier version. The new aircraft has Russian avionics, landing gear, an auxiliary power unit, and other systems. Most importantly, Russia has replaced the Franco-Russian SaM146 engines with its PD-8. The PD-8 completed its certification program this year. United Engine Corporation said test engines accumulated 6,590 hours, including 1,449 hours on Superjets and a flying laboratory. That is a significant milestone. It is not the same as an airline service record. There is not yet enough operational history to establish how the PD-8 will perform over several years of high utilization, what its maintenance costs will be, or how long it will remain on wing between shop visits. Those numbers matter in India because regional aircraft can accumulate flying hours quickly. FLY91 provides a useful comparison. The Indian regional airline's ATR 72-600s are already exceeding 2,500 flight hours per aircraft annually, according to ATR. In January, FLY91 signed an eight-year Global Maintenance Agreement with the manufacturer covering line replaceable units, repairs, lease stock, standard exchanges and propeller support. The agreement also gives the airline visibility over future maintenance costs. That support network is part of the product an airline buys. The aircraft itself is only one part of the cost. ATR Already Has Money on the Table The size of the opportunity in India is not in doubt. On September 3, FLY91 placed a firm order for 40 ATR 72-600s worth around $1 billion, with deliveries scheduled between 2027 and 2032. The airline plans to grow from six aircraft to 60 over the next five years. ATR42 600 Alliance Air Dividing the deal value by 40 gives a headline figure of about $25 million per aircraft — not FLY91's actual unit price, since aircraft contracts bundle support and other commercial terms and discounts are generally confidential, but it does put a public value on a large regional aircraft commitment in India. UAC has not disclosed an Indian selling price for the SJ-100. That makes it impossible to calculate, at present, how much of an acquisition-cost advantage, if any, the Russian aircraft could offer an Indian airline. The comparison is also not exact. The ATR 72-600 is a turboprop while the SJ-100 is a jet carrying up to 103 passengers. Their speed, capacity, and missions differ. But both are being positioned for India's expanding regional market and will compete for airline capital. For UAC, the commercial offer will therefore have to extend beyond the aircraft price. Support Has Been a Superjet Problem Before The Superjet's history makes the support question hard to avoid. The SSJ100 entered airline service in 2011 and initially included substantial Western equipment. It gained customers outside Russia, including Mexico's Interjet and Ireland's CityJet. That international presence did not last. Interjet encountered substantial maintenance costs. FlightGlobal reported in 2018 that the airline received 733 million Mexican pesos, then worth about $39.6 million, in compensation for maintenance costs after several of its Superjets had been grounded. SSJ100 Interjet By 2020, Reuters reported that servicing problems and delays in sourcing spare parts were hurting Superjet sales. CityJet also withdrew the type from its fleet. That history does not establish how the SJ-100 will perform. The aircraft UAC is now offering India has a different supply chain and a Russian engine. Replacing imported systems also gives UAC greater control over parts that previously came from foreign suppliers. But the Indian proposition still requires an after-sales system that can support aircraft flying several sectors a day. UAC appears to recognize that. Its presentation at Innoprom India this month included after-sales support for aircraft and components as part of the industrial cooperation it is discussing with Indian partners. What remains undisclosed is the commercial structure behind that support. No public Indian SJ-100 agreement matches the eight-year maintenance package FLY91 has with ATR. For an airline considering a new type, that leaves important numbers still to be filled in. Now Russia Wants to Build the Il-114 in India Too Ilyushin Il-114 300 The SJ-100 is no longer Russia's only attempt to establish commercial aircraft production in India. UAC is also working on plans to localize production of the Il-114-300, a 68-seat turboprop powered by two TV7-117ST-01 engines. UAC signed preliminary agreements in New Delhi on September 10 covering 85 aircraft. A letter of intent covers 50 Il-114-300s for Pinnacle Air, while an agreement with Sleek Aviation covers another 35 aircraft and envisages a training center with a full-flight simulator. But these are not firm orders. UAC says it expects the first firm contracts before the end of 2026. The delivery schedules, maintenance arrangements, and commitments on local production of components will be settled in separate contracts. The first aircraft for Indian customers would be built in Russia because localization will take longer, UAC CEO Vadim Badekha said. Russian Industry and Trade Minister Anton Alikhanov said terms for Indian localization could be agreed by the end of 2026 or early 2027. His comments also indicated what Russia wants from India. Alikhanov said domestic Russian deliveries remained the priority for the Il-114-300, but that the Indian market could help manufacturers achieve economies of scale. Asked about commercial terms, he said Russia's task was to be competitive on price. That puts the Indian strategy in a different light. Local production gives India experience building complete commercial aircraft. For Russia, Indian demand could add production volume to programs that have a much smaller international market than their Western competitors. The Il-114 also brings Russia directly up against an established turboprop in India. UAC lists the ATR 42, ATR 72 and Q400 among the aircraft the Il-114-300 is designed to replace in its home market. The Russian aircraft has a basic 64-seat configuration, with a maximum of 68 seats, and UAC quotes a range of 1,400 km with a full passenger load. The ATR 72-600, meanwhile, already has Indian operators, a support infrastructure and a fresh 40-aircraft firm order from FLY91. India Has the Market India's regional traffic growth is strong enough for Russia to pursue the opportunity. India's UDAN regional connectivity program opened 679 routes serving 95 airports, heliports and water aerodromes by July 15. More than 16.8 million passengers had flown on services under the scheme. The government has now launched Modified UDAN for fiscal 2026-27 to 2035-36 with an outlay of INR 288.4 billion ($3 billion). The program envisages another 100 airports and 200 modern helipads. That growth gives UAC a reason to pursue India with both a regional jet and a turboprop. It does not yet answer the airline question. The SJ-100 has a certified new Russian engine but no mature operating record in its current form. No Indian selling price has been disclosed. Details of an Indian spares pool and long-term maintenance package have not been announced. The Il-114-300 has attracted preliminary commitments for 85 aircraft, but those agreements still have to become firm orders and its Indian production plan has yet to be finalized. Russia is therefore offering India a potentially significant industrial proposition. Producing the SJ-100 and Il-114-300 locally would take India beyond manufacturing aerostructures and components to assembling complete commercial aircraft. UAC still has to make a separate case to the airlines that would fly them. For those operators, local production will be one consideration. Purchase price, maintenance costs, spare parts, and aircraft availability will determine the rest.
