Late last week there was a brief news flurry from Russia about Bombardier manufacturing Q400s in Russia. Turns out this was news that came from a Russian source and not from Canada. Indeed, we spoke with Bombardier about this news and were told that they have no plans for building Q400s there. As was pointed out, Bombardier has facilities all over the world (most recently they added Morocco) and they have suppliers all over the world.
Is Bombardier talking to firms in Russia? We were told they speak to people all over the world all the time. We were assured there is no Russian agreement on the Q400 for Russian assembly.
Reading the link above again one can see that there is a rail dealing pending. It may be that somebody in Russia got a bit excited at the prospect of tying deals together.
