More On-Time tracking

Here is an update to our US On-Time model.  Select the city on the list and the model updates immediately.  For simplicity, we show the major cities.  The observant will notice the strange change in numbers from 2017 (lots of variance) to 2018 and 2019 (very little variance) and big improvements.   Are pilots gaming the system?  Could they be playing with the moment brakes are “off” and the clock starts?  It looks suspiciously like that to us, too.
