Bill Swelbar is a well-known US airline industry analyst and commentator.  We had asked ALPA to do a podcast about the Scope Clause.  They asked for the questions we sent, but there was no response.

These are the questions we sent to ALPA:

  • Scope clause started in 2012. How has this policy evolved since it was first put into place? Should it evolve as circumstances like market conditions change?
  • Of the two primary restrictions, 76 seats and 86,000Lb MTOW, which are the pilot unions more flexible about?
  • The current scope clause restricts the manufacturing of new regional jet models.   Since the US accounts for ~70% of regional airline service, there’s no economic space to offer an OEM a path to develop anything new.  How does ALPA feel about this?
  • Since over 300 communities have lost air service, what can be done to re-connect these communities?

Absent ALPA’s view, we turned to another source to discuss this issue. Of all the choices, Bill Swelbar is among the top five on this subject.
